Purpose
The purpose of this call is to provide support for membership of the European Open Science Cloud Association (EOSC AISBL) for approved research organisations and publicly funded providers of research infrastructure that collaborate closely with Norwegian research organisations. Recipients must be able to document their membership in EOSC AISBL.
About the call for proposals
Through this call, we want to compensate research organisations and publicly funded providers of research infrastructure that collaborate closely with Norwegian research organisations, and that are members of EOSC AISBL.
The compensation will cover membership fees of up to NOK 130,000 (up to EUR 10,000) per year. The allocation is only for one year at a time. If the organisation is a member for several years, you must submit a new application each year the organisation is a member. Recipients must be able to document the membership in EOSC AISBL.
The call is available in both Norwegian and English. The text of the Norwegian call for proposals is legally binding.
Who is eligible to apply?
Approved Norwegian research organisations and publicly funded providers of research infrastructure that collaborate closely with Norwegian research organisations are eligible to apply. See the list of approved research organisations.
Who can participate in the project?
Requirements relating to the Project Owner
The research organisation/public sector body listed as the Project Owner in the application form must have approved the submission of the application.
Requirements relating to the project manager
There are no formal requirements for the project manager's qualifications. The project manager must be employed by the Project Owner.
What can you seek funding for?
You can apply for funding to cover the membership fee, in arrears, that your research organisation has paid to EOSC AISBL.
You enter the sum you are applying for under the cost type "Other operating expenses".
Scope of support
Funding of up to NOK 130,000 per year may be awarded under this call, and the allocation is valid for one year at a time. Funding from the Research Council may cover up to 100 per cent of the EOSC AISBL membership fee, provided that this is not covered in other ways. The funding cannot contribute to the profitability of the enterprise. In the event of exchange rate changes, the amount of support in Norwegian kroner will be adjusted so that it corresponds to the membership fee paid in euros.
Conditions for funding
Projects must start between 1 May 2025 and 1 October 2027, and you must apply for new funding from the Research Council for each year. The latest permitted project completion date is 31 December 2027.
Funding that is given to a research organisation goes to the organisation's non-economic activity. It therefore does not constitute state aid. The Research Council assumes that the necessary accounting separation is in place.
Companies are not eligible to receive funding to cover project costs.
In addition, you must be aware of the following if you should receive an award from us:
- The Research Council's prerequisites for awards can also be found in our general terms and conditions for R&D projects on the information page What the contract involves.
- Grant recipients in research organisations and the public sector (Project Owners and partners) must have action plans for gender equality (GEPs) available on their websites. This must be in place before the contract is signed for projects with grants from us. The requirement does not apply to the private sector, interest groups or the voluntary sector.
Reporting and disbursement of funding
We pay the funds in arrears on the basis of an invoice from EOSC AISBL. Please note that in addition to attaching a copy of the invoice for the membership and a copy of payment details for transfers abroad in the application, you must send us an EHF invoice to get a refund of the membership fee after you have received notification that your application has been approved. We do not expect any reporting beyond this.

Requirements for this funding scheme
Please note that you can only submit the application once. If you submit the application and subsequently see that it still needs to be changed, you can create a new application – e.g. as a copy of the one you have already submitted – and in this way submit a new version as long as the call is open for applications.
- The application and all attachments must be written in Norwegian and/or English.
- All attachments must be in PDF format.

Applications that do not meet the requirements above will be rejected.
All attachments to the application must be submitted with the application. We do not accept attachments submitted after the application deadline unless we have requested additional documentation.
We will not consider documents and websites linked to in the application, or attachments other than those specified above. Be careful to upload the correct attachment type, as there are no technical restrictions on what kind of templates it is possible to upload in the application form.
Administrative procedures
The application will be assessed administratively by the Research Council. The fact that you meet the requirements set out in the call and have submitted mandatory attachments with the application will form the basis for the decision on whether or not you will receive funding.

The Research Council may reject applications where the Project Owner or a partner has materially breached its obligations in other projects funded by the Research Council in the two years prior to the submission of the application.
The application may be rejected if the project manager has been convicted of misconduct by the Joint Integrity Committee or the Investigation Committee in the last two years prior to the submission of the application.
